Sky Sports News is investigating the abuse of referees at grassroots level and we want YOUR stories.

As part of our State of the Game series, our Chief News Reporter Dan Roan is looking at the issue of referees and the physical and verbal abuse they receive when they are officiating in grassroots games.

Uefa stand up to be counted

The wind of change is sweeping through football on the issue of player behaviour and Uefa are determined not to be left behind.

While Uefa president Michel Platini has already said that this summer's Euro 2008 in Austria and Switzerland would be used to highlight the need for more respect within the game, his organisation have now instructed referees to implement clarified directives.

At a workshop last week referees officiating in the summer were handed a six-point list.

One of the main thrusts was over the relationship between players and match officials.

The instructions are pretty clear: "Referees can accept a spontaneous expression of frustration from players, but will firmly sanction players who show dissent to the referees by word or action.

"Any players involved in mass confrontation have to realise that the main protester(s), including any who run over to join in, will get a yellow card."

Refs have been ordered to "act firmly (red card) against challenges involving excessive force including the illegal use of arms and elbows".

It's not just players that have to watch their behaviour: "If a coach openly criticises the referee, action will be taken to curb his behaviour."

Luckily for British players they have the summer off to watch how these new directives are enforced, but for the rest - you have been warned.

Expect some card action from the boys in black.

Les Harrington passed

Les Harrington, Life Vice-President

It is with tremendous sadness that the death of Les Harrington is reported. Les passed away at midday on Monday 10th March after a long illness and brief stay in hospital. He was 78.

Les served the Association in many aspects starting as a referee before becoming a member of Division Three. Later, he became Divisional Advisory Secretary, Divisional Chairman, Assistant Referee’s Secretary, Referee’s Secretary and more recently Chairman of the Referee’s Committee. He was made a Vice-President and subsequently a Life Vice-President. He also served on the committee’s of Bletchingley FC, Nutfield FC and the Redhill & District FL of which he was a Vice-President.

Our thoughts are with his wife Jean and his two sons Graham and Andrew.

The funeral is at 3.00pm on Thursday, 20th March at Sussex & Surrey Crematorium, Balcombe Road , Worth, (between Horley and Crawley ). Family flowers only, donations to Leukaemia Research via Stoneman & Sons, Funeral directors, Doran Court , Reigate Road , Redhill , RH1 6AZ

Reffing in Bermuda

All the number plates on Bermuda's cars carry the slogan 'A different world' - and nowhere is this more true than in refereeing.

The only real similarity with England is the shortage of officials - double and even triple headers are the order of most weekends - beyond that everything is different both in the recreational league and at the top level.

Changing facilities at all but the national stadium are makeshift at best, most are just cupboards - giving pre-match instructions surrounded by crates of Heineken and Amstel Light was certainly a first for me. And there is no turning up in suits here, nor is it worth being there an hour before kick off as the gates will still be locked.

The 30-minute rule for teamsheets has only been adhered to once in my three years here - five minutes before or after kick off is the norm. The pre-match removal of jewellery is even more of an ordeal than usual due to the preponderance of bling, with diamond-studded earrings and multiple rings on both hands not unheard of.

The crowds for the big games here can be as large as 3,500 and the abuse of officials is rife, although the added edge of racism is never far from the pitch.

There are just four white officials and for a captain to say 'morning white boy' pre-toss is not unheard of, nor seen as offensive, at least not by the Bermuda Football Association.

More than a couple of players have been sent off for calling me a 'f***** white boy' and one was dismissed - as much for stupidity as anything else - for calling me a 'racist' after I gave a foul against him for a challenge on another black player!

Away from the top level, where the crowds are smaller and voices can be more clearly heard, people have threatened to burn my house down - I didn't have the heart to tell them I rent - 'machete my a***' and 'slit my throat'. All in a day's work for an official happy to give up a boat trip or day on the beach for $60 and 90 minutes of abuse.

One of the most biazarre aspects of my life in Bermuda has been the huge conflict of interests that no one seems to mind me getting away with. I work as a sports reporter at the newspaper in Bermuda so am required to cover the matches, the simple thing is to work as assistant referee, I am recording the times of the goals anyway, and send the report in afterwards. The Football Association don't mind and neither do my employers!

Bermuda has presented me with some wonderful opportunities, not the least of which have been the international friendlies. I have lined three or four finals - including two FA Cups, which looks good on my CV - and a good half a dozen internationals.

One highlight was giving Shaun Goater offside against Nicaragua - and then he complained about the decision the following week in his weekly column, which I ghostwrite!

I have also refereed New England Revolution - a top MLS team featuring some World Cup bound players including Clint Dempsey who scored against Ghana - against Bermuda Under 19s and lined games including Jamaica Under 20s and Santos reserves - Pele's old club.

My three years in Bermuda has seen me work with some excellent officials from our FiFA list and some terrible ones - one guy put down his flag to punch a noisy fan midway through the second half, another female official actually sat on a wall and talked to fans when play was away from her end and another supposedly senior linesman had a bizarre habit of flagging wildly during play to stop the game to allow for substitutions.

It's been an interesting time but I'm now ready to go home to proper grounds, less racial abuse although fewer international opportunities and much worse weather.

After a few years going through the junior programme in Surrey, he moved up to university in York where he refereed for six years before his journalism took away his weekends. He took up the whistle again in Bermuda and is set to return to the UK in October where a 9-5 job will allow him to officiate at home again.

To those referees registered with the league last season I would like to thank you, on behalf of the league, for your support during the 2005-06 season. The league values your contribution and trust that you will register again for the new season which will run from September 2006 to May 2007.

For those referees who were not registered with league last season, the league committee, clubs and fellow referees would value your support for this coming season.

Please find attached a referee registration form for the 2006 – 2007 season for your completion and return to me at the above address as soon as possible please, preferably by mid August. If you cannot commit to available dates for the whole season at this time please return the form with a suitable notation and then advise me of your available dates as soon as you can.

The form also gives you the opportunity to limit where you travel if you so wish, but obviously it would help the league if you were as flexible as possible. Please add any additional information you would like to on the reverse of the form - and when you do allocate dates to the league please remember to keep a record.

Matches are played on Saturday mornings for Under 8 to Under 11 and Sunday mornings for Under 12 to Under 17 inclusive. Kick off times are generally between 9.45 and midday, but there is the occasional later kick off on Sundays – but no later than 2.00pm.

The league continues to promote the highest standards of refereeing, recruit and retain referees and to promote best practices in all aspects of youth football. I trust that you will support these objectives.

Dear All

Now that the long hot Summer has passed it is time for the real football to start.

My thoughts on the World Cup were how disappointing it all was. The best players rarely showed their true ability and the matches were generally drab. I know everyone has their own ideas and you could use Touchlines to express these.

The first meeting is nearly upon us. I have invited Alex Neil a 22 year old Level 4 to come along and talk about fitness and the avoidance of injury.

The format of other meetings is outlined ( but not confirmed) on the Web site. Phil and I are going to a meeting on the 4 September to meet the other local Societies. The idea is to see if there is any scope in arranging a larger meeting and inviting bigger named guest speakers. Other matters will also be discussed and the outcome reported.

I received a letter from Peter Fenn to say that he is moving to West Sussex in the near future. He will be sorely missed as not only is he the RA Delegate but his own style always brightened up the monthly meeting. Good luck Peter.

Obviously, we need a replacement to Peter and offers are most welcome. The other Delegate is Gary Peach and the Society is asked to send two Representatives to bi-monthly meetings in Leatherhead.

Steve Smith, Secretary of the Epsom and Ewell Parks League has asked that we advertise their need for Officials as has the Surrey Intermediate League. If anyone is looking for a game there are plenty around!!

It was suggested that each of the Society Officers provide a Job Description. These are available in Touchlines. Please fell free to come forward to help at any time.

A FEW WORDS FROM YOUR CHAIRMAN

I hope everybody had a great Close season; holidays, World Cup Parties, etc and you are ready for the challenges that lie ahead. I am sure many of you have refereed some games already. Have you noticed any changes in player’s attitude Vis a Vis fair play? This is something I believe we should be really getting to grips with. There is no room for cheats, card wavers and anyone who treat officialdom with contempt. These people must be dealt with severely and removed from the game we love. I am sure we will here much more on this subject throughout the season.

Please come and support your society as much as you can. Your committee will be working hard throughout the year to ensure the monthly meetings are run effectively in providing knowledge, learning and entertainment.
Good luck to all those people who are going for promotion. Believe in your self and with a little bit of good fortune I am sure you will succeed.

Something we should all be proud of is that Sutton Referees Society is 30 years old. Yes we were founded in 1976. So well done us and perhaps we will have a drink at our Christmas Social to celebrate this milestone.

Unfortunately I will not be at the 1st meeting on the 13th September as I am away on holiday.

Australia ace Harry Kewell has been charged by Fifa for insulting referee Markus Merk following their 2-0 defeat to

Brazil

Liverpool star Kewell is thought to have sworn at Merk in the aftermath of Sunday's 2-0 loss.

Kewell, who came off the bench in the game, was unhappy with Merk's officiating throughout the match and aimed a swipe at him.

Fifa have now decided to look into the incident and if found guilty Kewell could face a ban.

"Fifa have opened disciplinary procedures against Harry Kewell," said Fifa communications director Markus Siegler

"It was reported in the referee's report that he insulted the referee several times."

Kewell has until Tuesday to respond and if he is found guilty of misconduct he could miss his side's crucial last Group F game with Croatia.

Merk awarded 25 free-kicks to Brazil while Australia won only nine, but Kewell later defended the referee and said his behaviour after the final whistle was in the "heat of the moment".

"You're frustrated, you're losing the game, every referee puts up with it," said Kewell.

"I mean, it's part and parcel of the game. He knows there's no harm meant by it.

"You go out there and play so well against the world champions and you come off losing, whereas you think you should have come off with something. He understands that, that's the way it is.

"It was a hard match to referee, and he did a good job."

World Cup

It is just before England v Brazil at the World Cup. Ronaldino goes into the Brazilian changing room to find all his teammates looking a bit glum.
"What's up?" he asks.
"Well, we're having trouble getting motivated for this game. We know it's important but it's only England. They're sh*te and we can't be bothered".
Ronaldino looks at them and says "Well, I reckon I can beat these by myself, you lads go down the pub."
So Ronaldino goes out to play England by himself and the rest of the Brazilian team go off for a few jars.
After a few pints they wonder how the game is going, so they get the landlord to put the teletext on. A big cheer goes up as the screen reads "Brazil 1 - England 0 (Ronaldino 10 minutes)".
He is beating England all by himself!
Anyway, a few more pints later and the game is forgotten until someone remembers "It must be full time now, let's see how he got on". They put the teletext on.

"Result from the Stadium"
Brazil 1 (Ronaldino 10 minutes) - England 1 (Owen 89 minutes)".

They can't believe it, he has single handedly got a draw against England!!
They rush back to the Stadium to congratulate Ronaldino.
They find him in the dressing room, still in his gear, sat with his head in his hands.
He refuses to look at them. "I've let you down, I've let you down." "Don't be daft, you got a draw against England, all by yourself. And they only scored at the very, very end!"

"No, No, I have, I've let you down... I got sent off after 12 minutes"

Failing World Cup refs face axe

Referees' chief Keith Hackett says officials who fail to implement Fifa's eight-point hit-list will be ruthlessly dealt with at this summer's World Cup.

Fifa has told referees to get tough on several high-profile areas of concern, including diving and time-wasting.

Hackett told BBC Sport: "Referees know where they stand and are expected to carry out the rules Fifa has declared.

"If a referee doesn't carry out these instructions his chances of getting a second game are somewhat remote."

The International Football Association Board - football's ultimate law-making body - met in early March and told referees to clamp down on elbowing, reckless tackling, shirt pulling, time-wasting and diving.

It also urged referees to be vigilant over behaviour in the wall at free-kicks, players wearing jewellery and the attitude towards officials.

Elbowing and reckless tackling will result in straight red cards and Hackett, head of the Professional Game Match Officials Board (PGMOB), believes Fifa's clear guidelines will cut down on confusion for referees, fans and players.

He said: "When the referees' committee of Fifa says 'these are the various areas we want you to take on board and deal with in a very firm and consistent manner' then they will be highlighted and referees will be expected to perform.

"There is accountability; if a referee does not perform he is likely to be sent home - and it's as harsh as that."

Despite the clampdown, Hackett does not expect the new guidelines to lead to a spate of red and yellow cards because of the way the new instructions have been handled.

"There will be very tight control as to how referees operate. Fifa has gone down the eight areas of concern route so that players fully understand what is expected of them," explained Hackett.

The need for consistency is vital. Fifa president Sepp Blatter said it is paramount there is better refereeing in 2006 than in the 2002 tournament in Japan and South Korea.

With that in mind, the 23 World Cup referees have been meeting regularly in the build-up to ensure they are all of the same mindset.

Hackett stated: "In bringing the referees together like this and having them reside in one venue during the World Cup, the mode of operation is very tight and it's easier to get consistency.

"The aim is to get a uniformity to interpretation and that is easier in a tournament environment."

Fifa hopes the meticulous preparation will mean the usual cries of inconsistent refereeing and confusion over the application of laws do not plague Germany 2006.

In previous tournaments many games have finished with 10 against 11, or worse, but Hackett is confident the powers-that-be have done all they can to get their message across.

However, he warned coaches that they still have a big responsibility to make sure their players know exactly what to expect.

"The referees' committee will meet with the managers and coaches again and it's incumbent on the coaching staff to talk to their players and prepare them," he said.

Hackett is also convinced that England players - and English-based players - have an advantage because Premiership referees have been following the guidelines all season.

"The list shows some of the things we have focused on and worked on with the Professional Footballers' Association to improve the game in England," he said.

"We have worked hard with players and managers in England so average cards per game is about three.

"In the opening games of the World Cup that is likely to be higher because of the vigilance of referees and the fact that players and managers are under close scrutiny.

"But these are the most stringent areas of preparation that referees have been put through for a World Cup. There has been a lot of behind-the-scenes work."

Speaking at his charity World Cup party last night, Becks admitted he realised how out of control his life had become when he was snapped kissing a fan who'd asked for his autograph, and the papers blew it out of proportion.

"They're very touchy feely over here. That was one of the problems with the story where the girl was getting my autograph because in Spain it's rude if you don't do two kisses. There's been so many people who've sold lies. It's nearly killed all of us - our whole family."

Refs to use new radio technology

Referees' chief Keith Hackett has confirmed that Premiership officials
will use new radio communication technology during matches next season.

The system allows referees to talk to their assistants using a
microphone link and will be used by World Cup officials during the
summer.

Hackett told BBC Sport: "The communication system will be in place in
the Premiership next season.

"These are aids that will improve the standards of refereeing."

Former referee Hackett is now head of the Professional Game Match
Officials Board (PGMOB) and he is confident the new system will be
beneficial.

He added: "The referee has an open mic, his two assistants and fourth
official can hear what is being said by him so they can have an insight
into the feel of the game.

"The referee can ask questions to his assistants with a push-to-talk mic
system that can be used to talk to the referee.

"It has lots of benefits - the most important being speed of
communication.

"Graham Poll is one of the people who has been field-testing this both
with ourselves and with UEFA.

"Graham and his assistants Philip Sharp and Glenn Turner have been very,
very praiseworthy about it."

Poll and his assistants will use the equipment in Germany next month -
before the technology is introduced to Premiership officials for the
start of the new season.

A Premier League spokesman said: "It will be used in a similar format to
that used in the World Cup where the four officials will use the
push-to-talk system.

"We and Keith Hackett hope that it will improve the communication
between officials and it is a positive step for the game."

The system has already been tested in the Premiership during the Fulham
against Bolton game in November.

Poll was the man in the middle then and he has also used the link-up in
Champions League matches.

Football follows other sports such as both codes of rugby and cricket in
adopting the technology.

Final linesman denies Barca bias

One of the linesmen for the Champions League final has protested his impartiality after being photographed in a Barcelona shirt on Monday.

Norwegian Ole Hermann Borgan wore the shirt for a photoshoot with his local newspaper, Drammens Tidende.

"There is no reason to doubt my impartiality - I don't support either of the teams," Borgan said.

Uefa has no plans to replace Borgan for the final in Paris on Wednesday, a spokesperson told BBC Sport.

Arsenal have refused to comment on the story before their manager, Arsene Wenger, gives his pre-match news conference at 1645 BST on Tuesday.

The newspaper wanted Borgan to wear both Arsenal and Barcelona shirts for the photoshoot, according to its sports editor Per Jan Brekke.

There is an unwritten rule that officials must not do anything which will cast doubt on their impartiality

But the official found out he only owned a Barca shirt - and this was the picture that appeared in Tuesday's edition of the paper.

"It was both insensitive and stupid of me. I did not think deeply enough about the situation and the consequences when I was asked to dress up in the shirt," Borgan said.

The officials for the final will all be Norwegian, with Terje Hauge the main man in charge. Steinar Holvik and Borgan will run the lines.

"We are on our way to Paris to do a good job - nothing more, nothing less," Borgan said.

Norway's referees chief, Rune Pedersen, agreed that Borgan had been unwise to pose in the shirt.

"There is an unwritten rule that officials must not do anything which will cast doubt on their impartiality," he said.

Referee required for Sutton United charity match on Friday 12th May

I am currently looking for a referee for a charity match taking place at Gander Green Lane on Friday 12th May (k.o. 7.30pm)

As this is a fund raising game and is part of our agreement with SUFC to supply match officials for such games in return for the use of their facilities there is no fee for the game but I am sure that club will look after you after the game hospitality wise

The game would ideally suit a level 4 or 5 referee (possibly a 6)

I have finally heard back from the organiser and the SCRA 6-a-side will be on Sunday 4th June at Mole Valley Predators ground near Leatherhead.

Wiley named as Cup final referee

The Football Association has announced Alan Wiley will replace Wirral official Mike Dean as referee for the FA Cup final between Liverpool and West Ham.

In a statement, the FA said it had "complete faith in Dean's refereeing ability, integrity and impartiality.

"However, given the huge interest in all aspects of the FA Cup final, the fact that he is from the Wirral might lead to comment and debate."

Staffordshire official Wiley, 45, took charge of February's Carling Cup final.

Manchester United and Portugal star Cristiano Ronaldo has outlined his ambitions in the game.

The 21-year-old has high aspirations and wants to add to the FA Cup and Carling Cup winners' medals in his trophy cabinet.

With the World Cup finals on the horizon, the United winger wants to win the prestigious competition after going so close when losing out with Portugal in the final of Euro 2004.

"I don't play football just because I like it," he told Sky Sports. "I play because I've got an ambition to always win and be the best - to win every trophy and competition I'm part of.

"I'll be happy when I win the Champions League, the World Cup and the European Championship. This is every footballer's ambition.

"To finish my career and be able to say I did a good job overall, and say I was handsomely rewarded for it. That's it."

The 21-year-old feels he has already achieved a lot in a short space of time and has mixed feelings about dealing with the pressures of fame.

"It was a very special feeling," he said of his international bow against Kazakhstan. "I was only 18 but had made my debut with the national squad, alongside some players I really admired and it's a moment you never forget.

"I also think it was very good to gamble on bringing in Mr [Luiz Felipe] Scolari as Portugal coach, and it's obvious I'm very happy with it.

"Having had my debut at 18 years old, for all the success I've had already, I hope to continue playing at the highest level.

"I have mixed feelings about all the attention. There was once a time when it was good to be unknown. When nobody knew who I was, I always used to say to myself and my mates when am I going to be famous?

"When are people going to start asking for my autograph? Now people do know who I am, I ask why I became so famous.

As you can see from the newsletter I’ve volunteered to take on finding a team to represent Sutton Society in a 6-A-Side tournament.

The main aim is to fun a bit of fun and day to socialise.

Anyone wishing to participate in this fun day and play a bit of footie please let me know.

Every one is welcome and I’m looking for around 10 players any age any standard.

The venue and times I believe have not been set in stone but will be in May?

End of Season Bash

After last year success I again have nominated to find a venue for this year bash.

This normally takes place on F.A .Cup Eve and this time I’ll suggest the Star of India in Cheam Village.

From Level 10 to 6 – From Speculative Interest to Habit in 3 Years!!

It started with something like “You do it every week, you should go on the ref’s course!”

Considered it. Thought it would be good to know more about what I was doing. Little League turn up and play always ended in a match. It’s all they wanted to do really. “Can we play a match now?” in plaintive strains. Strung out the dribbling round cones, but they only wanted to score goals and win, play in a team, that sort of stuff.

10 nights at Cheam High school; Anxiety! Late 30’s and first my first exam for 2 decades. Pressure! Excellent tuition…somebody give that dude who’s done 20 years a knighthood and get him back in the game when he’s had his sabbatical!

Passed and bought kit. My first year, small sided games at Little League. Proud of my black and whites. Wanted simply not to get it wrong. Does that make sense? Being slowly given older age groups. Am I in the right place (on the pitch, not on the planet or in my life!)? When do I whistle? How loud? Direct or indirect? Must read that LOAF again!

Second year, doing my son’s teams home games at U10, still small sided, but more competitive…adults haranguing, boys arguing, weather deteriorating, but enthusiasm still maintaining! Need to be conscious of quelling natural bias. Not that the “Assistant Refs” seem capable of that. Auto-arms every week. Starting to look for offside myself now! Position improving. Haven’t put in for promotion yet, but mentor reckons assessments help to pinpoint strengths and weaknesses, so should do it anyway…am I in the right place? Diagonal seems to be becoming a Lazy S. More comfortable with older age groups, but haven’t braved adult leagues yet. Warming to the idea though. Still no cards yet, but one or two “Touchline incidents”. The minority of parents, officials or boys chipping away at enjoyment levels. Enthusiasm still there.

OK. Let’s go for it. Level 7 to 6; late application. Surrey FA flexible. First adult game October. 26 minutes in and the attacker head-butts the defender, laying him out for 5 minutes whilst the ball was in the opponents half. Great! What have I let myself in for? Am I in the right place? Manage to control incident. Cultured football United beat Clogger Rovers. First hurdle over. First card given out. Not that bad. Fitness improving all the time. Running in the evenings with my son therapeutic and bonding!

First assessment…sent off the goalie (deliberate handling of the ball o/s his area) and one card for dissent, but assessor says he’s looking at a 6 for 5…must be doing OK...IST, another exam, all going OK, then assessment for Niggly United versus Bad attitude Rovers….not my best game…didn’t control it, one guy booked for dissent and little voices in my head thinking “he’s right to have a go today, really!”….Am I in the right place?

Right, onwards and upwards! Put Quality Management head on and look for improvement. Go over assessment with Promotion bloke on phone. Always happy to talk to me. Bit low about my performance. Will put it right though. Bad performance opportunity to put right next time, he says stoically. Make note to ensure I have a blinder next time I do those 2 teams. Read through old assessments. Complete 30 odd games as ref or assistant ref, 5 assessments, and get my promotion. I’m as proud as punch. Put in for 6 to 5 now. This becomes habit-forming.

Just a few observations: I am in the right place; Surrey has a fantastic structure, full of support, an abundance of experience and a wealth of opportunities for 13 yr olds to old late developers like me…thank you to all of you who have helped: you know who you are, Ryan, Martin, Sherlock, Allen and co (sounds like a bunch of solicitors!). Highlights: 2 semi-finals as assistant refs and a Geoff Ellis final as assistant ref coming up (although I am still learning how to do the line bit properly too!!), and my bits down at Cobham with the Chelsea Academy; doing lines with Surrey Youth during the week now, although She-who-must-be-obeyed is commenting on how many games I’m doing every week, so life/work/ref balance needs reviewing!

Like the Hollies said: “It’s a long, long road”, and I am enjoying my time in the brotherhood of refereeing (and sisterhood, yeah I know, not PC…) and I hope it continues..!!!

Spanish Soccer Referees Threaten Strike

Spain's first- and second-division referees say they will strike starting Friday if they do not receive two months of unpaid wages.

The debt is the result of a dispute between the country's soccer federation and its Professional Football League over which is required to pay the officials, El Pais said Saturday.

First-division referees are owed about $14,500 each, referee Eduardo Iturralde Gonzalez told El Pais.

"No worker can tolerate two months without pay. If we haven't received what we are owed by the 31st, we won't referee any more games until the matter is resolved," Iturralde Gonzalez said.

A Spanish first-division referee earns $96,300 to $108,300 annually, the newspaper said.

World Cup on HDTV

The BBC is going to screen this summer's football World Cup in High-definition television (HDTV).

The corporation is trying out HDTV for up to a year, starting in mid-May.

The system delivers more detailed pictures and sharper action shots, and will be an additional stream to the current analogue and digital services.

Blades of grass

H.D.T.V. will only be available to viewers who have HD-enabled television sets, set-top boxes and relevant services via satellite and cable distributors.

Roger Mosey, the BBC's director of sport, said the service was particularly effective with live action football and other sports.

"It gives fantastic picture quality, from the blades of grass that are being played on right to the back of the stands," he said.

Mr Mosey stressed that the trial would only be available to a selected group of viewers, but hoped it would prove to be "a glimpse of the future".

The first World Cup match and live HDTV programme to be broadcast will be Germany v Costa Rica on 9th June, which will also include match commentary and studio coverage.

The feed will come from Premiere, Germany's host broadcasters for the tournament.

High-definition images will also be fed into standard digital and analogue transmissions of the game, where the BBC is the host broadcaster.

Limited airspace

The BBC's HDTV trial, expected to last between six and 12 months, will begin in May with streams of programmes, including Planet Earth and Galapagos.

Chances to revisit action from dramas Hotel Babylon and Bleak House will also be offered.

HDTV transmissions cannot be offered on Freeview at present due to limited airspace, while a trial limited to a few hundred households in London which have yet to be chosen will take place.

The digital switchover between 2008-2012 is expected to provide an opportunity to broadcast HDTV via Freeview.

Any ongoing HDTV service will have to be approved by the new BBC Trust.

When the Referee arrived at the ground, he was pleasantly surprised to see a welcome card addressed for him in the changing room, containing a strange coded message:

When he got home after the game, his anxious wife asked him how he got on? "Not bad" the Referee replied, "Only 5 reds and 10 yellows".

There are never enough referees in Junior Football these days and whilst our League fairs better than most, there is chronic shortage in some other Leagues across the County.

How often have you or your players looked at Referees and thought you could do the job better? Well, why not have a go at Refereeing? If you've got any players about to hang up their boots don't let them vegetate. Why not send them off to a Referees' course?

They might even discover that their Refereeing skills are better than their playing abilities! And it will keep them involved in the game they've probably enjoyed for many years.

Apart from the benefits of keeping them in touch with the game, it will keep them fit and they will earn £25 for 90 minutes of effort - which they won't get playing Sunday Football. Also, with the recent announcement of Professional Referees in the football league, start young enough and who knows - they could be earning £60k (£60,000) a year and officiate at the F.A. Cup Final! Well, they all started somewhere!

So give it some thought and if you or any of your players would like to have a go, just contact any of the training Officers below.

My reflections from a recent game might strike a chord with some of you.
I've used fictitious names to protect the innocent (ho! ho!)

So, "Alma" the away side, are playing against the "Old Boys" (home) with
the game being evenly balanced at 1-1 after 75 minutes. A penalty
awarded in the 7th minute for handball was well converted (with no
contesting which is nice to say). In the rainy and muddy conditions my
issue was determining where the 'D' was to ensure players stayed the
required distance from the penalty kick.

A worthy equaliser rattled the net from a long distance shot.

When the Old Boys sneaked a 2-1 lead the tempo understandably picked up
for the last 15 minutes. An Alma player who had found it his whim to
whine at most of my decisions was in the goalmouth as one of his side's
attacks broke down. As the goalkeeper went to clear the ball, he tripped
him petulantly. I was back peddling to the centre circle, but caught the
trip and blew the whistle and summoned the player. "Oh you couldn't wait
to do that could you" he said. I resisted the "you bet" reply and showed
him the yellow card. Two minutes later as another Alma attack broke down
and the Old Boy's fullback tried to bring the ball away. His legs were
scythed away by an Alma midfielder whose frustrations had got the better
of him. Apart from a surprise as to why I gave the free kick, he was
wary at giving me his name. It was a false name as I (sadly knowing him
from a sending off incident a season earlier when he had broken an
opponent's leg with a high tackle). I asked him if the name he gave me
was the one he wanted me to write down; The softer side of me, giving
him the chance to change his mind. He didn't and as such I wrote down
the name he offered.

In the 85th minute the yellow card came out again, this time for the Old
Boy's skipper. He had committed a foul and instead of backing away from
the kick, decided to "linger" around thus wasting time. As the Alma
player attempted to take a quick kick the skipper stuck out a leg
stopping the flow of the ball. Obviously regarded as a worthwhile cost
assuming the three points were soon to be in the bag.

As the game went into the last minute a through ball chased by an Alma
forward saw the Old Boy's keeper come quickly off his line to retrieve
the ball. However the Alma forward, the first of my bookings started to
claim that the ball and goalkeeper, were outside the penalty are. As I
tracked the game, I too agreed to this and blew my whistle indicating
that it was handball, to which the forward was grabbing the ball away
from the keeper whilst others shouted that I couldn't let the keeper get
away with that.
I calmly told Alma to wait for the whistle and told the Old Boy's
defenders to retreat away from where the incident happened. Meanwhile
the forward (yes the player I first booked) had taken the ball back five
yards from the place where the hand ball occurred and proceeded to chip
the ball into the goal, celebrating thereafter. I ignored this and then
proceeded to walk around the defensive wall calling the goalkeeper over
to me. In asking for his name I advised him that he was being sent off
for intentional handball in an incident that was 'possibly' a
goal-scoring chance. He was very apologetic claiming that he did not
realise that he was outside the penalty area. This was the same penalty
area, which in the first half had a very faint 'D' and to be honest I
sympathised with the keeper's comments, but felt the letter of the law
had to prevail and reluctantly produced the red card against the keeper.
The pursuing kick was floated over the bar and I then blew for full
time.

The teams were fired up and the whistle followed with some heated
exchanges from a couple of players, but nothing prolonged. My 'friend'
whose name I had taken then asked if we could have a "man to man"
conversation. I nodded as we headed for the changing rooms and he
proceeded to advise me that he could take a free kick whenever he wanted
and that he'd seen it in the TV and the rules said he was right. I
managed to get a word in to say that they were laws not rules and that
he needed to wait till I blew a whistle or at least ask me if he could
take an early kick. There was no middle ground and as he became more
heated, I thought it best to suggest we stop there before he says
something he might regret. I mentioned to the friendly Alma linesman
that if the 2nd player I had cautioned came and told me his real name I
would put it through, otherwise would note in my report that it was a
wrong name. The player did come to my dressing room to do this, but it
would appear his reasoning for giving a false name was because he was on
a ban!

Dear David (Crick)

Further to my earlier proposal of withdrawing from referee instruction for season 2006-7, the matter was discussed in committee at Sutton and District Referees’ Society prior to our February meeting. Whereas I would be committed to conclude instructional activities for the season 2005-6, I would not be involved for the following season, although may play some role in the administration of training classes at Sutton. Wherever possible, I would also be keeping up to date and in touch with my LI colleagues at CIP meetings and referee examinations. John Martin, my LI colleague at Sutton, would be willing to deliver one of the courses at Sutton but not both, the pre-Christmas course being the more likely. Should Sutton receive enquiries for the remainder of the season, these individuals will be directed to other courses nearby, as I would not wish to impose on other LIs’ busy schedule to cover further courses at Sutton. The society has been approached by one of our members showing some interest in training. This is a positive step as new blood in the training ranks is very welcome, and I have enquired, on his behalf, of the likelihood of training courses for trainers to provide instruction.

It is with much regret that this situation has come to pass, as a result of the prospect of a very demanding forthcoming year at my place of work. In some respects, it may be the break I need to recharge the batteries as I have been involved in training for 20 years non-stop. I have assured Tony Newman, the County Training Officer, that I will continue to act as examiner at the referee examinations.

If there are any other issues that you wish to discuss in connection with this matter, please do not hesitate to get in touch.

Dear All

I will start by thanking Ian MacGraw for his presentation last month. I am glad he didn`t try and explain the Laws of Rugby ( I am not sure there are any !!)

In February we have invited Jim de Rennes. Jim is a FA Licensed Instructor and a Kingston Society member. His topic will be Offside and Related Matters.
Jim was a teacher at Tiffins in Kingston for many years and has a superb style of presentation. Make sure you do not miss the evening.

In the minutes you will note that Peter Watson has indicated his intention to take a year out. It is essential for the Society that we find replacements and I know that you will give this some thought.

This is the time of year when we get results from promotion applications and appointments to Cup semis and finals. It can be the highs and lows and please contact any of the Committee if anything needs discussing

As usual the Society is run for the benefit of the members and provides a forum to air views/gripes and to enjoy each others successes. Please support it.

Misconduct Reports on-line

Dear Referee

We have been made aware that there was a problem with the on-line report form some months ago, which has since been rectified by the Football Association.

This caused forms to be produced to County Associations in odd formats.

Some forms are still being sent to us in these peciliar formats and the Football Association's view is that some referees may have saved the original form and are still using it rather than downloading a new form each time.

Can I ask if you send reports in on-line, that you use a new form each time. We can then monitor the problem and at least eliminate one possible cause. Secondly, please be aware that the acknowledging of these on-line reports is also subject to enhancement.

Currently, a paper acknowledgemnt may be sent out with fewer cases listed than sent in. Usually it will be one less, e.g. if you send in 4 cases the acknowledgemnt will show 3 cases. I apologise for both of these bugs which are being investigated by the FA.

JEWELLERY - TAKE IT ALL OFF!

Perth Glory striker Damien Mori recently agreed to have his wedding ring cut off his finger after he had not been allowed to take the field in an Australian A-League game the day before.

In accordance with A-League Rules, Mori was told to remove the ring by FIFA referee Mark Shield prior to kick-off for his side's match against Melbourne.

The 35-year-old was unable to do so, even drawing blood as he and English coach Steve McMahon attempted to remove it whilst being filmed by the TV company covering the match.

Mori had not been able to remove his wedding ring ever since his finger was fractured and the swelling at the joint made it impossible to be removed.

Perth began the match with 10 men before Mori was replaced by former England international, Brian Deane , in the fifth minute.

Deane scored his first goal for the club in Perth 's 2-1 victory.

GOAL LINE TECHNOLOGY NOT ALL IT MAKES OUT TO BE!

The 2005 FIFA U-17 World Championships in Peru, were used to test a new piece of equipment invented by adidas, Cairos and the Fraunhofer-Institut in Germany to indicate to the referee whether or not the ball has crossed the goal line for a goal and whether the ball has gone out of play at the touchline.

The results seem to have been less than the outstanding success hoped for and must raise questions whether such unproven technology can be introduced for the FIFA World Cup in 2006, although it will be tested again, with some modifications, at the FIFA World Club Championship in Japan in December 2005.

(Note from Julian Carosi - further tests have been cancelled and the technology will not be used on the World Cup 2006).

There seem to be a number of problems. Firstly there is a delay of 2-3 seconds before the signal that a ball has crossed the goal line is relayed to the referee.

This would be an unacceptable delay in a match situation. Also the accuracy of the equipment must be 100%. There appear to have been cases where, in pre-tournament demonstrations, the signal has shown that the ball has crossed the line when in fact it is only lying on the line.

Another problem which has emerged is the situation when a ball goes over the crossbar and rests on the top of the goal net. The equipment has wrongly registered this as a goal.
Finally, and perhaps most significantly, there is a problem when there are two balls on the field, one perhaps thrown on too quickly by a ball boy. The equipment apparently crashes for up to 30 seconds and no signal is received by the referee.

There still seem to be problems with the use of goal line technology. Many firms and individuals have attempted to find a solution over the past 10 years but none has been found to be suitable. There would be considerable cost involved in installing the equipment and maintaining it and perhaps it would be needed only once a season, or not at all.

Maybe we should just accept that referees and their assistants get most of the goal line decisions correct and if a wrong decision is made it should be accepted as part of the game. A human error made in a game which is full of other errors by players and coaches as well.

FROSTY PITCH INSPECTIONS

There is no scientific measure that can be used to deem a frosty ice covered field to be safe.

Nevertheless, any experienced Referee will take the following into consideration before making a decision.

• It is the Referee's responsibility to make the decision and nobody else's.

• The whole of the field of play surface MUST be safe. There is a great danger that if 99 percent of the field of play surface is OK, and the game is allowed to be played, players will assume that 100 percent is OK, and play normally, and not compensate for any hard surface areas. In other words, playing on a hard field of play, which is partially 99% OK, is just as dangerous (if not more so) than on a field of play, which is totally hard. Neither game should be played.

• The Referee should not be influenced by the teams' opinion. If an accident happens, it is the Referee who cops it.

• The teams will deny any responsibility! Therefore, when a field of play inspection is carried out, the Referee should not do so in company of team managers or Club Officials, as they will try to influence the Referee's decision.

• When the weather is doubtful, the Referee should aim to arrive at the ground as early as he can to make an inspection. This may allow time for travelling teams to be warned of a cancellation.

• When the weather is doubtful, a check on the local weather forecast can help. For example, although a field of play may be frozen in the early hours of the morning, a prediction of sunshine, will give the Referee a good idea of the possibility that the field may become playable later in the day. If the forecast is for snow or frost or freezing temperatures, then the chances are, that the game will not proceed.

• At lower level football, it can be useful for a local Referee to be contacted, to make an early inspection on behalf of the match Referee who lives some distance away from the ground. This can prevent unnecessary travelling.
When completing the field of play inspection, a good indicator of the suitability of the surface, can be ascertained by inspecting the goalmouth areas and the centre circle area first. These are the areas that get more use, and are more likely to be rutted and hard due to frost.

• When completing the field of play inspection, other areas for close inspection, are places covered in shadow from buildings or trees. They are more likely to be frost bound, rather than those areas basked in sunshine.

• When completing the field of play inspection, if it is not immediately clear that the game cannot be played (i.e. the goalmouth areas are completely solid with frost and the game is definitely cancelled), the whole of the field of play surface MUST must be inspected to eliminate any hidden areas of danger.

• A referee, who is seen to be completing a thorough field of play inspection, will have greater credibility when he decides to call off the game, than a Referee who only spends a few minutes making his inspection.

• The position of the sun and its path as the game progresses must also be taken into consideration. For example, if a field of play is 'just about playable', but the path of the sun means that its rays will disappear behind the trees or over the horizon, then the field of play surface on a cold frosty day, will get worse, not better.

• At local level, if it is clear, that waiting an extra 30 minutes or possibly up to an hour, will allow the sun to melt the frost, then play could be delayed with the agreement of both teams. But this depends very much on the weather forecast, the time of day and the team's agreement. Generally, it is better to make a decision quickly, based on the surface suitability at the time of the scheduled kick-off.

• The referee should wear a set of studded boots when inspecting the field of play, as this will give the best indication of the suitability of the playing surface.

• A surface which does not yield any purchase to studded boots, is dangerous, and the game should not be sanctioned. This includes, any part of the surface that does not yield, no matter how small an area.

• A field of play with hard deep frosted ruts and divots (a legacy of a muddy game played the day before) is less likely to be playable than a completely flat field with only crusty surface-frost to contend with.

• When the Referee has made his decision, it should be communicated to the teams as soon as possible. When a Referee is communicating his decision to the teams, that in his opinion, the field of play is not safe, the decision should be made confidently. If teams suspect any doubt in the Referee's decision, they will try and persuade the Referee to change his mind. In short, when a Referee makes his decision, he should not back down, and he should make it abundantly clear that the decision is his to make, and the game will not be played under his authority.

• The inspection of a field of play covered in frost, and whether to sanction a game or not, is not a difficult decision to make for a Referee. It is fairly obvious to identify dangerous area that could potentially cause an injury. Common sense should be used.

• Young players are more likely to get injured on hard surfaces. Therefore, even greater care must be taken when making a decision to allow the game to be played or not.

• If there is any doubt (no matter how small), then the game must not be played.

Through the County RA, please may I encourage as many referees as possible to go for promotion this coming Season (i.e. year from 01/03/2006) most especially those who are of age to progress.

I have to say that Surrey is incredibly short of Level 6s, given the number of Level 7s we have and, to cover the Intermediate Cups, I really need more. Please ask our colleagues in the Societies to target all those who could achieve promotion and guide them offering appropriate advice.

The form to fill in and submit is to be found at http://www.surreyfa.co.uk/refs/r5form04.htm and, for current candidates who wish to remain on the scheme, this must be received by 1st February. Those not on the scheme have until the 1st June but, in order to get watched before the end of this Season, it is preferable to get the form in by 1st February.

Dear All

I must start by wishing you all a successful New Year.

Last month saw Phil Smith put together a sports quiz that was enjoyed by the membership. As you will see from the minutes the numbers were very low. I accept that it is a busy time of the year but surely those not attending could have recorded their apologies. Anyhow, now I have got that moan off my chest I feel better.

The County are still arranging Child Protection Workshops and either I can provide dates or these can be obtained from the County website. In addition County RA are collating details of those Referees who have not been appointed to County Cup matches this season. Please let me know if this affects you and I will take forward.

The format of the January meeting will be an IST for those who passed in early December and CD roms through the Multi Media kit. These evenings have worked well in the past so please make every effort to attend.

In February I have re-arranged for Ian MacGraw to come along and discuss the differences between Rugby and Football referee training and I am sure this is guaranteed to give us all something to think of.

See you all on the 11th January.

Minutes of Previous Meeting
The minutes had been left on the table as there was no distribution of Touchlines this month. It was agreed that they would be accepted by the meeting and were signed as a true record by the Chairman.

Matters Arising
There were no matters arising.

Hon Secretary`s Report/Correspondence
The Secretary made the meeting aware that the 5 a side on 15 January 2006 would now start at 13.00 hrs. This would be discussed under AOB.
Members were encouraged to reply to the latest County Newsletter and advise whether they intended to be at the next IST.
The next Society meeting would include an IST for the candidates that passed in December.

Hon Treasurer
The Treasurer confirmed that total funds held were £1631.48 and after the latest examination there were 65 members which included 21 youth members .Roger Brown also supplied an up to date membership list to the committee.

Training Officers Report
Peter Watson was not present but it was known that all candidates had passed and would be invited to the January meeting.

Supplies Officer
Mick Ewing said supplies were up to date and the situation with the new ties was ongoing.

Magazine Editor
Andy Murray was not present and indeed, Touchlines had not been produced.

R A Delegates Report
Peter Fenn said that the County were still looking for mentors to attend academy games at either Motspur Park or Stoke D`Abernon.
The 2 day refereeing courses had been popular and the feeling was that these would be extended.

Retention Officer Report
John Ryan had little to report as his work had been completed. He handed out lists of the mentors allocated to the new trainees.
He had spoken to all those trainees and fine tuned their understanding of the way Society, RA and County work.

Any Other Business
It was suggested and agreed that members would bring along unwanted kit for other members to have. It was felt that this was pertinent for the new members.

After a discussion it was agreed that the Society would reluctantly pull out of the 5 a side tournament. JRK to confirm with Brian Fish.

The three members who represented the Society at the Epsom quiz had enjoyed them selves. An appropriate E Mail had been sent to Ian Lamont.

The Quiz was then held after a short break for food and drinks. Cost £75

Feedback on County Cup appointments, please

In order to assist in the review of the new appointments policy for County Cup ties set up this Season in conjunction with the SCFA Leagues Representative Committee, I should be grateful for feedback from referees.

Specifically, I would like to know who hasn't had a County Cup tie this Season (but has in previous years). I can then try to work out why (which may quite easily be because the individual doesn't officiate on a Surrey-affiliated League). However, I wouldn't wish these individuals to be disadvantaged and will need to consider how to 'tweak' the system to allow for these people or to cater for any other reason there may be.

Your co-operation would be appreciated and it would be very useful if the County RA could collate the answers and let me have them by the end of February 2006.

Most county cup games and local leagues kick off early have you checked?

Will you be setting off early?

Bad weather = poor driving conditions and late public Transport.

Will you be at the ground nice and early?

Do you know the phone number of the home club Secretary?

Have you two sets of kit so you can change at half time if soaked?

Are you confident about pre-match inspections? Seek advice from senior colleagues if in doubt.

Take a ball onto the field of play for inspections.

Player’s safety is the priority.

Do not be afraid to ask teams to fork the pitch, clear field markings etc.

Err on the side of caution with ice.

Fog - You must be able to see the whole of the field of play from the goal line.

Do not be pressurised by either club make you decision and stick to it.

As discussed at last meeting we all agreed it would be a good Idea that we Sutton Society enter a team into this tournament.

A bit of fun and to get rid of some of the extra pounds gained over the Xmas period.

We are looking to get a team of around 10 players, if you could let me known if you would be interested I would be most grateful.

Also those who wish not to play (but there shouldn’t be any!) are still welcome to come along and cheer the others on.

As I said it’s a bit of fun and a bit of a get together that nothing serious just fun.

Go on I know theirs a few of us who looks a player while reefing and thinks to himself “I could do better than that” now’s here’s your chance.

Referee jailed for match-fixing

Disgraced referee Hoyzer co-operated with the investigation
Referee Robert Hoyzer has been sentenced to two years and five months in prison for his part in Germany's biggest match-fixing scandal.
The 26-year-old admitted fixing or trying to fix nine matches.

The prosecution recommended that Hoyzer be given a suspended sentence, but the judge opted for a custodial term.

Dominik Marks, another referee, denied involvement in the outcomes of four games but received a suspended sentence of one and a half years.

Ante Sapina, the Croatian who orchestrated the match-fixing for a betting ring, was jailed for two years and 11 months.

Sapina's brothers Filip, 38, and bar-owner Milan, 40, were both given suspended sentences for aiding Ante's criminal operation.

Suspicions were raised when lowly Paderborn came from 2-0 down to beat former European Cup winners SV Hamburg 4-2 last year in the German Cup.

There were two debatable penalties and a mystery sending-off in the match.

According to the indictment, Ante Sapina made more than £500,000 from Paderborn's victory.

Referee Hoyzer later admitted to taking £46,000 and a flat-screen television in return for influencing the match.

Marks was accused of amassing £25,000 for his involvement in four games.

The fraud trial has caused major embarrassment to Germany's football establishment just eight months before the country stages the 2006 World Cup.

It is not over because ex-professional Steffen Karl, formerly of first division Borussia Dortmund and a Uefa Cup finalist, is still being tried separately in connection with the match-rigging scam.

The case of Karl, who denies ever under-performing or seeking to lose a game, continues.

In all, 23 games were listed by prosecutor Thorsten Cloidt as suspicious.

Most were lower league games and all but two were between German sides.

The exceptions were a friendly between Hansa Rostock and Middlesbrough, and a Turkish first division match between Galatasaray and Ankaragucu in April 2004.

A down side of the game we love

For the majority of us junior referees handling games in the local parks it doesn’t get any easier when it comes to player’s discipline.

Why?

Well my mere mortal opinion is that the world we live in doesn’t lend itself to accepting that people make mistakes and can learn from them. This is in part due to pressures that when we make mistakes which we all do, we are penalised and often chastised!

TRUE?

So isn’t it human nature to argue or ideally debate a case that we are not wrong knowing that if we can prove an innocence and defend ourselves successfully we thus avoid being punished in whatever format such punishment takes. The answer is of course yes.

That being accepted, then there may never be a resolution to the constant dissent we get on the football pitch! It maybe therefore doesn’t amaze me why the act of contesting every decision appears to be an accepted part of everyday football. We see it on the TV and the professional parks, when it has almost become an art, goading the officials to the extreme.

For those of you who were lucky enough to listen to Lee Cable at the October society meeting, he reflected on games when he was a top level referee where club officials gave directives to players to constantly distract and annoy him. What a farcical situation!

One of the biggest frustrations I find is when at the end of the game when it is likely (not always) to hold a sensible dialogue with a player and he, in response to my comment about the unnecessary back chat that went on during the game says "you’ve got to appeal for everything ref or you get nuffin". (SIGH…..) Is there no, genuine football playing enthusiast that plays to enjoy the game, the taking part, the exercise, the camaraderie, the atmosphere. I’m not sure there is.

A Note from the Chairman

Due to a sudden, unexpected and radical change in my job I am unable to guarantee my attendance at future monthly meetings as I will have to work abroad from time to time.

I fully appreciate that this situation is untimely in terms of a new season just beginning but it is an opportunity that presented itself ‘out of the blue’ and something that I could not turn down.
I have already informed John so between Barry (Assistant Chairman), John, myself, and the the committee the meetings will continue to run smoothly.

I sincerely apologise for the trouble and inconvenience that this may cause. Regrettably this will also impact on my own refereeing commitments but I think we all realise that work and family commitments must take precedence.

I hope that I will see you from time to time during the season.

Wrong shirts for Refereeing!!

This covers not only the green and yellow shirts (which clearly
contravene Regulations) but also the black shirt with the white shoulder 'flash'.

Official Sports are, therefore, regrettably marketing something that cannot be worn in anything other than the FAPL, FL & FA Cup from R1 Proper onwards.

The FA is, I understand, contacting them to 'clarify the position'.
(Horse, stable door, bolt, perhaps!).

Clearly, if someone has already bought this kit, it will be difficult to ask for their money back and equally difficult for the SCFA to 'police' every match to ensure compliance. The pragmatic approach has got to be

* Make everyone know immediately that the kit is not to be worn thereby discouraging people from buying it in the first place

* Remind all promotion candidates and those officiating in County Cup ties that the kit is NOT to be worn and Assessors will comment adversely if it is.

I think we'd all agree that this is something we could all do without!!!!

FA Misconduct Reporting

This season has seen considerable change in the manner in which Referees at all levels of the game can report misconduct of players on the field of play.

The Football Association has recognised the technical opportunities available to many Referees to use IT whilst not detracting from a system in place for those referees who, for whatever reason, do not use IT as a form of communication.

From the start of the 2004-2005 Season, as an alternative to the traditional misconduct report forms, Referees will be able to report misconduct in the following ways:

Multi Caution match report form

As many of you will be aware, Referees who caution players during a game are required to submit details of these cautions in duplicate on a standard misconduct report form.

With immediate effect, a new Multi Caution match report form has been developed and approved by The Football Association that permits all cautions from a fixture to be reported on one form.

Referees will only be required to complete 1 form and distribute just 1 copy to the appropriate Association giving details of the fixture, details of the player cautioned and code for the offence that has been committed, (i.e. C1 to C7). There is now no longer the requirement to give details of the offence or details of words used in relation to dissent by word or action.

Referees are reminded that in using this form the following guidance needs to be taken into consideration:

This form is to be used for Cautions only.

Players receiving 2 Cautions in a Game must be reported on the standard misconduct reporting form.

Players sent off or other reports of misconduct need to be reported individually on the standard misconduct report form.

A copy of the form needs to be sent to each County that is affected. Therefore, it is the responsibility of the Referee to photocopy the form and send to each appropriate Association. However, you are required to still include the details of all of the cautions on 1 form.

To assist Associations in the administration of the misconduct, please include Team details on the form. (i.e. 1st, Reserves, U18, U17 etc).

www.TheFA.com/Refereeing - a PDF version of the form is now available for you to download and print. In addition, an electronic version of the form, created in Microsoft Excel is also available, this will enable the Referee to complete the form electronically and submit to the appropriate Association by Email.

Standard Misconduct Report form

However, should Referees still wish to use the standard misconduct report form for reporting cautions individually, this will also be permitted. An electronic version of the Standard Misconduct report form has been created in Microsoft Excel and can be downloaded from www.TheFA.com/Refereeing . Again, this will enable the Referee to complete the form electronically and submit to the appropriate Association by Email.

Please note that only the approved templates may be used by Referees and not any personally designed electronic forms.

On-line Reporting

The FA has approved the development of an on-line misconduct report submission facility. All registered Referees will have the ability to enter misconduct reports online through either www.TheFA.com or an approved County website. These reports will be automatically submitted to the appropriate County Association, whilst a copy of the report will be saved in the Referees personal file where additional functionality, including the ability to update personal details directly through the system, is also planned. Further details of this will be available within the coming months.

It is hoped that Referees will benefit from these developments in an improved efficient reporting process.

Sporting Croydon go ahead by a goal, against the run of play.

Second half

AS Epsom come in the second half, with a goal, only to see Sproting Croydon, re-take the lead. In the last tem minutes AS Epsom, put in a tough effort and were rewarded with a late goal.

Extra Time - First half

Craps and silly mistake start to take hold for Sporting. Again they find themselves taking the lead. (3 v 2)

Extra Time - Second half

Craps setting in all over, including for us officials! Amazingly, AS Epsom manage to bring the score line level again and looked like they may get a fourth in the dying minutes.

Penalties

AS Epsom loss out in the penalties to a cruel penalty which hit the crossbar.

Criminal Records Bureau Checks (CRB)

These are FREE if done by 31st December 2005. Forms need to be completed and taken with appropriate documents to a verifier. Verification can be done at County Office during normal office hours, no appointment necessary, or at a society meeting. Currently, Woking, Guildford, Wimbledon, Redhill, Croydon and Farnham societies have verifiers in their membership.

N.B. the forms have limited pre-printed sections which should not be overwritten.
